can anyone tell me why my oscars scatch on the rocks? or what i can do ?

You CAN build skimmers on your own and even build them much better than the ones being sold out there.
It does take some patience and DIY know hows but it is possible. I know because I have done it.

I would also hardly consider ASM as the "best" by any means, their skimmers do work but are very expensive and their build quality very poor in comparison with many others. In fact all things considered (build quality, pump quality, and pricing) I would consider ASM IMO/IME to be one of the worse out there.

You want good bang for your bucks check out these models instead.   They are far better performing skimmers for the price and built much better.
