I noticed that Petco is having their $1 a gallon tank sale. However, it
only seems to go up to a 55 gallon. Take a look at:
http://www.petco.com/Fish-Home.aspx
Most tropical fish, at least the smaller ones, need 1 gallon per inch of
fish when full grown. I've seen estimates all over the map for
goldfish. Five gallons per inch seems to be the most common, but I've
seen estimates ranging from 3 to 10 gallons per inch, not to mention a
low of 10 gallons per fish (definitely too low)..
I'll undoubtedly get flamed for this, but I think with lots of
filtration and live plants a 55 gallon tank would be sufficient for 2 or
3 fancy goldfish, although not for comets or shubunkins.
For plant suggestions, see:

By lots of filtration, I mean a canister filter with a spray bar like:

I'd suggest an XP2 or XP3.
