My guess is that you need more light - at least 30W and maybe 45W
depending on the plants. You also need it on for 10-12 hours a day.
When you install the brighter light you'll have to increase the duration
gradually to minimize the chances of an algae explosion. A good way to
do that is to have the lights come on and off during the day with the
elapsed time being about 12 hours but with several 1-2 hour dark
periods. That works for me. As the plants grow gradually decrease the
dark times.
There are lots of options for lighting. None of them are cheap. I
think the GLO fixtures are good value for the money. That's what I use.
