Looks like marine velvet to me.   Your best bet is quarantine and treat with medication.
I know you don't want to have to tear down the tank to get the fish but that is still your best option.
Try to bait it into a jar and  remove it to a hospital tank.

I have never personally had any success with any of the "reef safe" meds.

My issue is I have corals in my tank and full of live rock. I need something which doesn't involve catching and separating him. Sid,
    I use my sponges, but wash them religiously.  No bio filters allowed.  Purely mechanical....pulls out all kinds of gunk.    Rick

I think it was the sponge in the overflows. I took it off and it started pushing more water to the sump. I use a wet dry filter in the sump and the water coming off the tank is first passed thru that filter. Should I bother replacing the sponge in the overflow or just leave it out

Sid,
    Stating the obvious:  Needs more water in the tank?  Clog in supply/return line?  Broken impeller in pump?  Crap in the intake of pump?  Sponges/filter media clogged/dirty?  Let us know.....Rick

Had a slight issue develop this morning. The overflow seems to have slowed down and not enough water is flowing down to the sump and starving the return pump. The return pump was pumping out a mixture of bubbles and water this morning. This has happened a couple of times in the past but never before that. Where should I start looking ?
