It works a little bit different with 3D objects such as people, add to that the movement and shadows...  What the fish don't see is the actual "picture" on the tv the way we do, so to term it "watching tv" would not be accurate.
 I should also mention that different species of fish have various degrees of eyesight, some see better than others.  I have done a great many experiments with fish and their ability to see objects outside of the tank because I was always intrigued by how they followed me when I walked past their tank.  The results were very interesting, some were surprising.  The distance you are from the tank also makes a difference, as does ambient room lighting.  
 
 If you turn on your aquarium lights and look through the tank from the side instead of the front.. you will notice that you see more mirror image of what is in the tank than what is on the other side of the glass.  If you look down through the top of the tank, through the water, what you see is different than if you look straight through the glass.  When you shine light on the tank and attempt to look through, again, it is different.  The way light rays penetrate through glass and react through the water is rather fascinating... if you're into that sort of thing.  There is also a difference depending on spectrum of light.
 
 Sorry I don't have the time to be anymore specific than that... but it makes for some good experiments for someone to try on their own.
