Itching and scratching is not enough to confirm that they have a parasite issue. Can you please post numbers for ammonia, nitrite, nitrate, and pH? Hearing that they are "fine" doesn't offer us any real information to work with, we need the numbers. Also, the size of the tank, water temp, if there are other fish in the tank (if so, what species and how many of each), live plants in the tank, and water change schedule (how often and how much each time) all play a part in a full and proper diagnosis and safe treatment.
Are there any other signs of illness/parasite such as red blotches, open sores, torn or dissolving fins, etc.?
The more exact info you can offer the faster we can help suggest a proper treatment.
