Injured fish
You have already done the best you can do. Salt can be slowly added till you
have one teaspoon per gallon, 5 since you said it was in a 5 gallon hospital
tank. Just like you with a cut finger that flap of skin gets hit and hung on
stuff and it keeps hurting. If the flap is very big it may need be cut off. Do
water changes daily to keep the bacteria levels low and keep the salt content
constant. If you take 3 gallon out of the tank mix your 3 teaspoons of salt into
the water before adding the water to the tank. Fish don't scab over, so when it
looks healed whether or not the scales have regrown you can discontinue the salt
slowly by doing smaller water changes like a gallon at a time to reduce the salt
before returning your friend to the tank. I am a person who does not use
antibiotics unless an infection starts. Salt is a great antiseptic. Tea tree oil
is another. Melafix contains tea tree oil and is a great product. Use it when
you can get it.
