[tropical fish club] Need some advice....

Hey folks. I'm new to the group, so hope I post everything right.. Anyway, I was wondering if anyone could help me with what seem to be continual bacterial blooms. I have two smaller tanks, and regardless of what I do on maintenance day, they seem to bloom every week and by the time they are clear again, its time to add water. I've tried mixing it up, like: changing water w/o disturbing the filter, adding water only and slight cleaning inside, just doing different routines to see what happens. Doesn't seem to matter. Both tanks should be well cycled as they've been up and running with fish since last summer, and none of the fish seem to be unhealthy. Kinda frustrating, I've kept freshwater tanks for years w/o this problem, but not with this tap water source. I don't know if that's the problem or not. Any advice would be appreciated!
