Agreed. In WA, the law says that a resident who buys something out of
state that isn't taxed is responsible for paying the WA sales tax on
it. You can guess how effective that has been :-).
WA residents who live near the border with Idaho or Oregon often shop
across the line. They are subject to stop and search if the law has
reason to believe they're bringing in "contraband". Mostly liquor and
tobacco, although with the WA laws against phosphate in detergent, some
are buying detergent in bulk in Idaho.
