I would suggest putting some of that netting over it for awhile. It is sold at all home stores as bird netting and is pretty cheap. You can hold it down with some rocks. Once the bird finds out its there, hopefully it will leave. I posted on another list about a problem I was having with a heron which took a bunch of my really nice and very special gold fish. Very fancy and very expensive. Gone, Gone, Gone. SOB. I was furious. All my ponds are under canopies and shade cloth. Don't know how they ever saw them. Anyway, I promptly covered them with netting and I guess the heron left. Bastard!!!! My main pond is really deep so the Koi are fine, but my poor goldfish were lunch.
Good Luck.

Subject: [PONDERS_INTERNATIONAL] Pesty Blue Heron
Hi everyone,
I have a smaller pond in my yard, about 25 feet from my back door. Luckily I dug it 5 feet deep because I have a Blue Heron trying to make lunch out of my koi and goldfish. He has been back several times a day lately.
Any suggestions short of strangling him to keep him away? My fish won't come up to the surface!
Thank you for your suggestions.
Ginger
