I am glad to hear it might be possible for angels and neons to live
together.
It appears my main problem with my water is the PH. Being 8.0
I haven't seen many fish that like that level of PH but I haven't looked
at many. Will have to do a search.

Myself included here. I have six Angel Fish living with a handful of Neon
Tetra's in harmony. It's the first question people ask when they see the
tank. Why don't the big fish eat the little fish? Easy they were all
raised together. At that time those saucer size Angel Fish were only the
size of a quarter. Further to demonstrate their fierce nature, last weekend
I attempted to add some Von Rio Tetra's to the tank, they are now gone!
At first I thought it might be because of the water conditions not matching
or floating them too fast but further examination showed that they were
either bitten in half or missing other relevant parts. Those Neeon's?
Still just fine.
