You shouldn't need a second filter pad in the filter, unless you're
planning on a heavy bioload, but it's a good idea when changing it, however far in
the future that might be. Having two filter pads operating will just
promote half the bacteria to grow on each one of the filter pads, it won't produce
double the amount of bacteria. It will however, preserve half of your
bacteria when you do get to change only ONE filter pad at a time, at six weeks
apart.
So, if only for that reason, it's not a bad idea to have two pads
constantly running. Having two filter pads can also help maintain the bacteria when
you clean them -- if you clean them one at a time a month apart. Even with
rinsing them in old aquarium water, you'll tend to lose some of the bacteria
and having the second one there will ensure their populations won't drop as
much.
