In checking out your photos, they seem to confirm what we suspected, as this fish having Saprolegnia (Fungus). So, it would appear that you're treating this fish correctly -- although I have no experience with this medication to be able to say how effective it is. Reports I see on the 'Net seem to indicate it's good against both bacterial and fungal infections of fish. My choice would have been either Furan 2 (Nitrofurazone, Furazolidone and Methylene Blue) or Fungus Clear (Nitrofurazone, Furazolidone and Potassium Dichromate), but then, I don't know if they're available by you.
In addition to this medication being able to be used as a bath in treating this illness, salt baths are also effective in treating fungal issues, but inn understanding that Bettas are not very tolerant of salt, I would have to assume this this fish may not tolerate salt all that well either, as being in the same fish Family. I point this out only to make you aware of salt's possible effects on this fish before you attempt it. For now, keep the temperature up as you've been doing in the other tank you had him in. Follow the directions on the label and redose as necessary. If you don't see any improvement shortly, try looking around for the meds I mentioned -- even if not sold by these names (Furan 2 or Fungus Clear); the ingredients may be packaged as other brand names having the same stuff.
