Yes, you are correct; the UK (British/Imperial) gallon is larger than the U.S. gallon -- by about 20% more. To figure out how many U.S. gallons your 4 UK gallon tank holds, you'd multiply by 1.201. Your 4 UK gallon tank is equal to 4.804 U.S. gallons -- almost 5 U.S. gallons, like you said. But, 4 UK gallons equals 18.185 Litres (not 15 Litres). If you only have 15 Litres, then your tank holds only 3.3 UK gallons (or 3.963 U.S. Gallons).
BTW, on the Mercurochrome, DO NOT put it in the aquarium water. You need to net the fish out and carefully swab ONLY that area that is injured. DO NOT, get any Mercurochrome inside the mouth, and DO NOT get ANY Mercurochrome in the gills, either from inside of the mouth or from behind the gill plates -- which extend to the bottom of the head.
Can you get a picture of the fish's injury, to gice us an idea of what the loose flap looks like? Depending upon what it looks like, perhaps it may not need to be trimmed off, or may not need to be trimmed off yet. Or, if by chance this tissue dies over time, it may be less stressful for the fish to trim it then. I don't see the need to rush into surgury right yet, but you will need to keep any eye out for possible infection if it's an open wound, or if and when the flap tissue might die, as fungus could then get in it at any time thereafter.
If you can't get mercurochrome, (it's banned here in the States), then at least be prepared to add salt, progressively (each day), at the rate of one teaspoon per U.S. gallon (4.8 teaspoons for your 4 UK gallon tank) per day for at least 3 days, perhaps including a 4th day if it appears it may be needed and the fish is showing no distress (which I wouldn't expect it to). If it turns out you have only 3.3 UK gallons (15 Litres), then add just 4 teaspoons of salt each day for 3 days, and be prepared to add it also on the 4th day. At this time, you don't do any water changes.
