Alex,

Well, it sounds like your Loaches were being kept in fairly good water
conditions and grew to somewhat decent proportions despite their being housed in
smaller than required quarters. As I'm sure you can now understand from
noting the size they normally attain, their growth was restricted but not as
terribly as would have happened if they were kept in poor conditions. Their
health was at least assumed even though they could have grown larger. One
advantage of a good aquarium book is that it usually tells you the size these
various aquarium fishes grow to, which will prepared the reader for what
size tank they'll need.
