I see netting has been suggested with would work. You could also use garden twine set up on bamboo canes at about 6" apart and forming a chequed board,and a foot above the water. This allows you easier access to attend to your fish without having to take up the netting to get to your fish
You could try a statue of a heron available in Pond Stores set close to the pond edge. Heron are territorial so to avoid confrontation another heron will not land in an area already occupied.
Anything is worth a try to save the fish
