I would imagine, that using tap water already having a level of 0.25 ppm of
ammonia in it may still show a level of this amount of Total Ammonia in
this water, albeit, it would all be as in a state of Ammonium. You may
still
also get a false reading for Free Ammonia though, even while there should be
none. This is only how I'd understand your tests to work though -- for as
we know -- members here report getting a zero reading for ammonia when using
Prime. Give it a shot and see what happens. This is only the possibility
of how I perceive things to happen after seeing your prior results
