I would try air pump and air stone first, opposite end of the tank from the internal filter to help with circulation. If that doesn't resolve the problem you may want/need to invest in a powerhead to hang across the tank from the internal to help with circulation, just be sure the output flow of water breaks the surface of the water to "stir it up". This is a common problem for internal filters that don't allow the water to break the surface and it's also common with canister filters when the spray bar is kept below the water level, but those 2 options should fix it for you.

No. The design of the filter does not alow that. The external filter I used before did do that but this one discharges the filtered water at gravel level.
I had thought maybe a small air pump and air line might help.

Do you have it positioned so that the water flowing out of the filter is breaking the water's surface?

I have two 5inch Sydonsis, two blue rams, 6 Cardinals, two small Corys and plants but am getting scum on the top of my tank. Before I set up this tank the two big cats were in a tank filtered by an external filter, during the setting up of my new tank the filter was removed and replaced by a smallish internal.
I never had scum with an external filter.
I just remove the top 'layer' of water when doing water change and that removes quite a bit of it but I am a bit worried in case it prevents the uptake of oxygen by the water.
Any help gratefully recieved.
Dave.
